Pratap Chand, like a majority of third generation Indo-Fijians, comes from a simple cane farming family.
His family, like others, placed and continue to place importance on education.
Pratap Chand became the Minister for Education in the Peoples Coalition Government in 1999.Prior to this he served as a primary and secondary school teacher, teachers college lecturer, and a curriculum development adviser.
He served the Fiji Teachers Union in a range of positions. becoming the General Secretary in 1980, a post he held till 1999.He served as the Assistant National Secretary and as the National Secretary of the Fiji Trades Union Congress for a decade. During his tenure as the National Secretary he was successful in uniting the trade union movement, which was successful in forcing the government to revoke its unilaterally imposed wage order.
Pratap Chand represented the Nasinu Constituency in the Parliament from 1999. In 2006 he did not contest the elections as his wife became seriously sick while on a visit to Australia.
Pratap Chand continues to maintain an interest in education and the unfolding events in Fiji.
